Community Development
The Community Development Department works to improve the overall availability of housing and quality of residential neighborhoods within the City of Lockport. This includes partnering with local and regional agencies to offer assistance, opportunities and other programs to make homeownership accessible and resources for skill growth and development to make more employment and economic growth opportunities available for residents.
CDBG Program
The Community Development Block Grant (CDBG) Program is a federal program that provides funding for housing and community development. In 1974, Congress passed the Housing and Community Development Act, Title I, which authorized the development of the CDBG Program. The program, administered by the U.S. Department of Housing and Urban Development, offers grant programs through the New York State Office of Community Renewal to benefit low and moderate income individuals.
Lockport Community Development Department
As set forth in the Federal Housing and Community Development Act, the primary objective of the CDBG program is “the development of viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income.” Under the act, CDBG funds are intended for the support of community development activities that are directed toward the following specific objectives:
- Benefit low- and moderate-income (LMI) persons
- Aid in the prevention or elimination of slums or blight; or
- Meet community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs.
