The Engineering Department oversees the management, use and repair of public spaces and services in the City of Lockport, such as water and sewer lines, city-maintained roads and streets, bridge construction and maintenance, and public facilities design and construction.
The department also provides technical assistance with design and construction campaigns for all city departments and works with outside consulting engineers as needed to plan and design large infrastructure repair, replacement or installation projects.

Job #2381 - Rehabilitation of the Stone Shelter at Outwater Park
The State and Municipal Facilities Program (“SAM”), Dormitory Authority of the State of New York (DASNY) granted $250,000 to renovate this historical building. The cost of restoration, engineering design and inspection is estimated at $330,440. Contractor Walter S. Johnson Bldg. Co., Inc. will complete the project by July 15, 2018.
Job #2413 - Upgrades to the High Street Sewer System, Separation of Combined Sewers (storm/sanitary) from Locust Street to the New York State Barge Canal.
The State and Municipal Facilities Program (“SAM”), Dormitory Authority of the State of New York (DASNY) granted $1,500,000 for the sewer separation. Nussbaumer and Clarke, Inc., the city’s engineering consultant, is reponsible for the engineering design. The project is expected to start in July 2018.
Job #2426 - Improvements to Veterans Memorial Park on East Avenue
The State and Municipal Facilities Program (“SAM”), Dormitory Authority of the State of New York (DASNY) granted $100,000 to restore the monument. Contractor Modern Surface Solutions will complete this job by May 30, 2018.
Job #2427 - Wastewater Infrastructure Engineering Planning Grant
The NYS Environmental Facilities Corporation (NYSEFC) granted $36,000 to identify issues of the combined sewer system around the Eighteen Mile Creek area. Nussbaumer & Clarke, Inc. completed a report and submitted it to NYS Department of Environmental Conservation (NYSDEC). The report contains recommendations to address sanitary and storm sewer issues in the area subject of this engineering study.
Job #2437 - Sewage Pollution Right to Know
The NYS Department of Environmental Conservation (DEC), Grant Gateways Administration granted $50,000 to install monitoring devices to detect overflows in the open Combined Sewer Overflows (CSOs). ADS Environmental Company completed the installation of monitoring devices in January 2018 and the city is reporting overflows to the NY Alert System during wet weather events.
Job #2438 - Upgrades to the Transmission Water Main, Replacement of 2 Miles of the Raw Water Line recently inspected
The Environmental Facilities Corporation (EFC), Clean Water State Revolving Fund (CWSRF), New York Grants Gateway granted $3,000,000 to replace the out-of-date 30-inch water main. The total cost of the project is estimated at $6.5 million. GHD Engineering Services is responsible for the engineering design and inspection of the project that is expected to start in July 2018.

The State and Municipal Facilities Program (“SAM”), Dormitory Authority of the State of New York (DASNY) granted $200,000 to upgrade the supervisor’s office and locker room, men’s bathroom and officer’s locker room located in the basement of the building. Contractor Walter S. Johnson Bldg. Co., Inc. will complete the job by July 15, 2018.
Job #2447 - Water Treatment Plant Fluoride Feed System Upgrades
The NYS Department of Health, Grant Gateways Administration granted $50,000 to upgrade the drinking water fluoridation equipment at the Lockport Treatment Plant. Contractor Hohl Construction completed this job in January 2018 and new fluoridation equipment is in service now.
Job #2449 - Structural Repairs to the Holly Edison Building (Also Known As Electric Building)
Structural Repairs to the Holly Edison Building (also known as Electric Building) located at Pine and Main streets, on the East side of the Old City Hall building. The State and Municipal Facilities Program (“SAM”), Dormitory Authorithy of the State of New York (DASNY) granted $300,000 to repair the building. Contractor Highland Masonry & Restoration, Inc. will complete structural repairs of the building by July 30, 2018.
Job #2474 - Market Street Wastewater Engineering Planning Study
The NYS Environmental Facilities Corporation (NYSEFC) granted $36,000 to identify issues in the combined sewer system. Nussbaumer & Clarke, Inc. will install flow monitoring devices and prepare a report to propose corrective actions to address sewer issues identified at Market Street, Wide Waters, Gulf Club and Town Sewer Connection. The report will be submitted to the NYS Department of Environmental Conservation (NYSDEC). The city will search for grant opportunities to correct sewer problems identified in the Market Street area.
Job #2480 - Implementation of Waste Water Treatment Plant (WWTP) Effluent Disinfection
The NYS Department of Environmental Conservation (DEC), Grant Gateways Administration granted $1,000,000 to implement this project at the WWTP by 2020. The city is matching $1.6 million to complete the project. A preliminary engineering design of the project is in process.
Job #2484 - Electrical Vehicle Charging Station at Municipal Building
Zero-Emission Vehicle (ZEV) Clean Vehicle Infrastructure Grant administrated by the NYS Department of Environmental Conservation (NYSDEC) awarded $16,000 to install an electrical vehicle charging station at the Municipal Building parking lot. The city is matching $10,000 for this project that is expected to be implemented in August 2018.
Job #2489 - Plank Road Culvert Rehabilitation
Nussbaumer & Clarke Inc. is preparing a bid package to repair the bridge over the Gulf Creek located near the WWTP. The project is expected to be completed by September 2018. A bid package is being prepared to select a contractor for this project.
Job #2490 - Engineering Evaluation of the Eighteen Mile Creek
The City of Lockport in conjunction with the Niagara County Department of Public Works has submitted a proposal to the the New York Sea Grant for $25,000. The purpose of the the project is to evaluate the current hydraulic conditions of the the creek and provide engineering solutions to identified issues during wet weather events. The total cost of the engineering evaluation is $84,700 and the city will share costs with the county to complete the engineering study.
Job #2491 - Kayak Launch at Wide Waters Marina
The project will involve installation of a kayak launch at the east side of Wide Waters Marina on the Erie Barge Canal. Nussbaumer & Clarke Inc. is developing plans and obtaining permits for the operation of the kayak launch at the Lockport Marina. The kayak launch is expected to be in service by July 2018.
Job #2494 - South Street Neighborhood Park
The NYS Office of Parks, Recreation and Historic Preservation has awarded $450,000 to develop a project that will contribute to the improvement of community life on South Street. The Niagara County Center for Economic Development is requesting quotes for a Phase I Environmental Assessment (EA) prior to reusing the site as a public park. The Phase I EA is intended to investigate if any environmental issues exist at the site.
