Finance Department

The City of Lockport director of finance oversees the city’s account, including accounts payable and regular processing for city employees. The Department is responsible for all financial activity of the city, including:

• Closing of prior year fiscal data and working with third party auditor and audit committee to ensure accuracy of figures.
• Monthly financial reporting and implementation of budgetary controls to ensure that the City is on track to make responsible decisions.
• Creation and publication of the out-year operating budget. We compile requests from the departments and work with the Mayor to present the Mayor’s Proposed Operating Budget, then work directly with the Council to put together the Annual Appropriation.
• Creation and publication of the City’s annual capital budget.
• Implementation of performance management for the City beginning in FY 2021. Each major department will report on metrics and publish them in the City’s annual operating budget. This will allow us to benchmark our outputs as they pertain to our budgetary consumption in order to help make informed decisions in the future.
